The City of New London's Office of Development & Planning (ODP) serves the needs and interests of the council, the planning and zoning commission, the zoning board of appeals, other city-related agencies, and other public and private corporations. The department manages the City of New London's Economic and Community development projects and is made up of the following divisions; Building, Community Development Economic Development and Planning Zoning and Wetlands.

The City of New London has transitioned to online submissions for Land Use Applications [Administrative Zoning Permits, Planning and Zoning Commission, Zoning Board of Appeals and the Inland Wetland Conservation Commission] , making it easy to apply, track, and obtain electronic approvals.
