The Purchasing Division of Finance is responsible for making all purchases for the City under such regulations as may be prescribed by ordinances. Before making any purchases, the Purchasing Agent shall give opportunity for competition under such rules and regulations as may be established by ordinances. All purchases by the City of New London shall be preceded by the issuance of a Purchase Order by the Purchasing Agent.
